Why NZ inspectors use InspectPro for new build inspections

New construction in New Zealand is governed by the Building Act 2004 and the New Zealand Building Code. Every new residential build must satisfy a series of inspections before a Code Compliance Certificate (CCC) is issued by the local council. But council inspections are limited in scope — they confirm minimum code compliance at key milestones, not the quality of workmanship that homeowners expect when spending $500,000 or more on a new home.

That is where independent building inspectors come in. Builders, homeowners, and project managers increasingly rely on independent inspectors to verify that the work meets both regulatory requirements and industry best practice. Independent inspections provide an objective record of construction quality at every stage — protecting homeowners from hidden defects and giving builders documented proof of compliance.

The challenge for inspectors is that new build work generates a huge volume of documentation. A single dwelling might require five or six stage inspections, a practical completion inspection, and a defect liability period review — each producing a separate report with dozens of photos and findings. Managing this paperwork with Word templates, email attachments, and folder structures on your desktop is time-consuming and error-prone.

InspectPro streamlines the entire new build inspection workflow. Create structured reports on-site, capture and annotate photos as you inspect, and generate professional PDFs before you leave. Every inspection for a property is organised in one place, so you can track progress from foundation to handover without juggling files across your desktop.

Whether you are inspecting a townhouse development in Auckland, a standalone home in Tauranga, or a multi-unit build in Christchurch, InspectPro adapts to your inspection methodology. Add custom sections for specific construction methods, create preset comments for common findings, and deliver reports that reinforce your professional reputation.

New build inspections are fundamentally different from pre-purchase inspections of existing homes. You are not looking for decades of deferred maintenance — you are verifying that new work meets the design specifications, the Building Code, and the expectations of the client who is paying for a brand-new home. InspectPro is built to support that workflow with purpose-designed sections for each stage of the construction process.

Stage-by-stage inspection templates

InspectPro provides structured sections for every stage of the new build process — foundation, framing, pre-clad, pre-line, and final. Each stage configuration includes the sections relevant to that stage, so you focus on what matters. Customise sections, add your own preset comments, and create reports that match your methodology and the specific construction type you are inspecting.

Photo annotations for construction documentation

New build inspections demand detailed photographic evidence. InspectPro lets you annotate photos directly on your phone — draw arrows to highlight missing flashings, circle areas of concern, and add text notes to explain findings. Every photo is automatically placed in the correct report section, creating a visual record that builders, homeowners, and councils can understand at a glance.

How new build inspections work with InspectPro

Stage inspections through the build. New builds in New Zealand typically require inspections at several key stages: foundation and slab, framing, pre-clad (before wall cladding is applied), pre-line (before wall and ceiling linings are installed), and post-line or fix-out. Each stage is a snapshot of the construction at a point where critical building elements are still visible and accessible. Once cladding or linings are installed, defects behind them become invisible — making stage inspections essential.

InspectPro lets you create a separate inspection for each stage, with sections tailored to what you are assessing. For a framing inspection, you might focus on timber grades, member sizes, bracing, and nail plate connections. For a pre-clad inspection, the focus shifts to wall underlay, flashing, and cavity systems. Each inspection stands alone as a professional report, but all inspections for a property are linked so you can reference earlier findings.

Foundation and slab. The foundation inspection verifies that excavation, reinforcing steel, and formwork meet the engineering design and Building Code clause B1 (Structure). Inspectors check that the ground has been prepared correctly, that reinforcing is at the right cover depth, and that any in-slab plumbing and drainage has been installed and tested. InspectPro's photo annotation tools are invaluable here — mark up rebar spacing, highlight areas where cover is insufficient, and document everything before concrete is poured.

Framing. Once the frame is erected, inspectors verify timber sizes, bracing elements, connections, and compliance with NZS 3604 (Timber-Framed Buildings) or the specific engineering design. This is your last chance to identify structural issues before they are hidden behind cladding and linings. Common findings include undersized lintels, missing hold-down bolts, and incorrect bracing configurations.

Pre-clad and pre-line. These inspections focus on the building envelope and internal services. Pre-clad checks verify that wall underlay, flashings, cavity battens, and window head flashings are correctly installed — critical for weathertightness under Building Code clause E2. Pre-line inspections cover plumbing rough-in, electrical wiring, insulation, and any services that will be concealed behind linings. Both are photographically intensive inspections, and InspectPro's ability to annotate and organise dozens of photos by section is a significant time-saver.

Practical completion. The practical completion inspection (PCI) happens when the builder declares the work substantially complete. This is the most comprehensive single inspection in the new build process — covering every room, every fixture, and every finish. It identifies incomplete work, cosmetic defects, and any non-compliance with the building consent. Read our dedicated PCI inspection guide for detailed coverage of this critical stage.

Defect liability period. After practical completion, most building contracts include a defect liability period — typically 12 months — during which the builder is obligated to fix any defects that emerge. A defect liability inspection near the end of this period is your client's last opportunity to have defects remedied at the builder's cost. InspectPro makes it easy to document settling cracks, plumbing leaks, drainage issues, and other defects that only become apparent over time.

For a structured approach to the handover process, see our new build handover inspection checklist, which provides a room-by-room walkthrough covering finishes, services, and documentation.

Council inspections vs independent inspections. Council building inspectors verify minimum Building Code compliance at prescribed hold points. They are not assessing workmanship quality, cosmetic finish, or whether the work matches what the homeowner was promised. Independent inspectors fill this gap — providing the homeowner with a detailed, photographic record of construction quality that goes far beyond code compliance. Many builders also commission independent inspections as a quality assurance measure, giving them documented proof that the work meets the required standard before moving to the next stage.

Why builders and project managers use InspectPro. It is not only homeowners who benefit from independent inspections. Builders use InspectPro to create internal quality records, documenting each stage before council inspection to catch issues proactively. Project managers on multi-unit developments use the app to track inspection status across multiple lots, ensuring nothing is missed as dozens of homes progress through construction simultaneously.
